Michael currently serves as APPA’s Vice President for Security, Resilience, and Energy Solutions where he works with members and industry stakeholders to develop programs and services to address the myriad challenges facing the energy sector. He has over two decades of experience in energy policy and communications, most recently serving as the Director of the Defense Critical Energy Infrastructure Program in the Office of Cybersecurity, Energy Security, and Emergency Response within the U.S. Department of Energy (DOE). In this role, he oversaw the first DOE all-hazard risk assessments of critical electric infrastructure supporting critical defense facilities. He also led programmatic efforts to create the first DOE energy sector risk register, informed by data provided by utility partners and current threat information from the intelligence community.
Michael previously served in several other capacities within DOE’s Office of Electricity, including Director of Energy Planning and Strategy, Acting Deputy Assistant Secretary for Transmission Permitting & Technical Assistance, and Chief of Staff to then-Assistant Secretary Bruce Walker. Prior to his work in the federal government, Michael worked as a consultant for energy sector clients with multi-state and national footprints facing policy and regulatory challenges.
Michael received his Juris Doctor from the University of Baltimore School of Law and a Bachelor of Arts from the University of Richmond.
