Clallam PUD Addresses Difficulty in Procuring Analog Meters by Updating Residential Meter Policy

The Clallam Public Utility District Board of Commissioners has approved an update to the utility’s meter policy, addressing the increasing difficulty in procuring analog meters and the dwindling inventory.

Effective immediately, the Washington State PUD will offer a digital, non-transmitting meter as the opt-out option for customers who prefer to not have a transmitting meter.

This change comes as the PUD faces challenges in sourcing new analog meters and parts necessary to refurbish existing units, it noted.

Moving forward, when an analog meter fails, it will be replaced with a digital meter. Key points of the updated policy:

  • Non-Transmitting Digital Meters: Customers who opt out of smart meter technology will receive a digital meter that is functionally similar to an analog meter, measuring power flow using the same principles. The primary difference is the digital sensing and display. These meters do not transmit data wirelessly.
  • Bi-Monthly Meter Readings: Meter readers will continue to perform bi-monthly readings for all opt-out customers.
  • No Change to Opt-Out Fee: The existing opt-out fee remains unchanged.
  • Addressing Analog Meter Availability: The policy update is in response to the PUD’s inability to obtain new analog meters or replacement parts for existing units using legally required competitive procurement procedures.

“This update ensures the PUD can continue to provide accurate and reliable meter readings while adapting to the changing landscape of meter technology,” it said.

The implementation of non-transmitting digital meters as an opt-out option ensures continuity of service while addressing the challenges of procuring analog meters, it noted.
