San Francisco Public Utilities Commission Approves Electricity Rates with No Increase for 98% of Customers

The San Francisco Public Utilities Commission approved annual rates for its two power services, with no change for over 380,000 CleanPowerSF electricity customers -- representing 98% of all customers -- and a 10 percent increase for approximately 6,300 Hetch Hetchy Power municipal, commercial, and residential customers. 

Even with the 10 percent increase, Hetch Hetchy Power rates remain the lowest electricity rates in San Francisco. The new rates for Hetch Hetchy Power customers take effect on July 1, 2025, SFPUC said on April 8.

“While other power providers prioritize profits for their shareholders, CleanPowerSF is well-positioned to meet current needs and hold rates steady in 2025 thanks to ample reserves,” said Dennis Herrera, SFPUC General Manager. “We’re able to keep rates affordable because we’re a not-for-profit public utility. San Francisco doesn’t pay shareholder dividends, corporate taxes, or executive bonuses. We reinvest revenues back into the system. That’s why we want to buy PG&E’s electrical grid in San Francisco and expand public power so that all residents and businesses can benefit from the clean, affordable, and reliable electricity we provide.”  

The 10 percent rate adjustment for Hetch Hetchy Power in 2025 reflects the true cost of providing and delivering electricity.

"As San Francisco’s not-for-profit clean power provider, the SFPUC is committed to achieving a clean energy future for San Francisco while ensuring electricity remains affordable for customers," it noted.

The SFPUC Commission conducts one rate review per year, providing ratepayers with greater stability and predictability. "By contrast, PG&E raised electricity rates six times last year, has already implemented two increases this year, and is seeking approval for a third."

The SFPUC offers discounted rates and bill assistance to power customers through a range of programs. 
 
SFPUC electricity rates are set through an open and transparent public process, it noted.

The public engagement process for setting rates included four meetings of the SFPUC Rate Fairness Board, an SFPUC Commission hearing, informational webinars, a dedicated rate change web page, on-bill messaging, customer emails, and direct mail notifications to customers.
