A framework to assist public power utilities in planning for and moving to more resilient, lower-emission electric systems while continuing to deliver safe, reliable, and cost-effective electricity to their communities. Based on extensive input from the American Public Power Association’s Energy Transition Community Working Group, the roadmap outlines the gaps and barriers, opportunities, and other factors that can influence a utility’s energy transition pathway along four categories of technologies: electrification of end uses (such as transportation), load flexibility and customer-owned resources, community-scale generation resources, and utility-scale resources.
Areas of opportunity that can complement and advance a utility’s energy transition — aka the “lanes on the road” — are:
- Program development
- Energy purchasing
- Technology planning
- Pilot projects
- Technology transfer
- Leveraging funding
