Disaster Response and Mutual Aid
Everyone on the Virgin Islands, and most electricity customers in Puerto Rico, appeared to be in the dark on Thursday, Sept. 7 after Hurricane Irma passed through the islands. As damage assessments began on those islands, people and power companies in Florida and other areas of the East Coast watched the Category 5 hurricane apprehensively as it moved closer to the U.S. mainland.
Energy Efficiency
The New York Power Authority has awarded $1.4 million to three energy-saving projects in the city of Albany, N.Y., including one that will connect 22 municipal buildings there to the New York Energy Manager, NYPA’s network operations center for real-time use energy monitoring.

California public power utility SMUD on Sept. 1 said that it has been selected to negotiate a services agreement to provide Valley Clean Energy Alliance, a new community choice aggregation joint powers agency, with technical and energy services, data management/call center services, wholesale energy services, credit support services and up to five years of business operations support.
Bonds and Financing
The Massachusetts Municipal Wholesale Electric Company reported that it recently paid its bondholders $45 million in principal and nearly $1 million in interest, bringing the outstanding debt on MMWEC’s power supply projects down to $10.68 million.
Electricity Markets
The Federal Energy Regulatory Commission rejected revisions that the Southwest Power Pool proposed earlier this year to its open access transmission tariff, and asked the regional transmission organization to revise its proposal.
Generation
Citing a recent court decision involving the Federal Energy Regulatory Commission, the New York State Department of Environmental Conservation is arguing that FERC’s prior approval of a pipeline project that will feed natural gas to a new power plant was flawed because the commission “failed to consider or quantify” the indirect effect of downstream greenhouse gas emissions that will result from burning the natural gas that the project will transport to the power plant.
